If you configure ccNewsletter correctly (respecting the configuration of the server), the newsletter can be sent to an unlimited amount of subscribers, even without setting up a cron job. Read more about how to configure ccNewsletter in this FAQ item.
ccNewsletter has the same minimum system requirements as Joomla! 1.5. This means ccNewsletter will work fully on servers with at least PHP5 and MySQL 4.1.
